Dear Mr. Burgess:

Pursuant to the mot i on adopted DY the Board of Directors of t'he Grand
Mesa Water Conservancy District at its meeting held on March 21, 1980 in
Cedaredge, Colorado, we are submitting the enclosed proposal for
preparation of a report on Phase I of the Grand Mesa Project, the format
of which will comply with the regulations and guidelines for loan
app I i cat ions to the Co I orado ~Iater Conservat i on Board or the sma 11
Reclamation Projects Program of the Water and Power Resources Service.
In preparation of your report, we are anticipating the use of any
reports, data, or-other information that may be available from the f.iles
of the Water and Power Resources Service, other Federal agencies, the
State of Colorado, or other entities.

We propose to investigate, in suitable depth for feasibil ity-type
studies, the following specific items:

(a) the availability of a water supply to fill and successfully
operate a reservoir in Cactus Park;

(b) a feeder cana I systern to i nc I ude the rehab i I i tat i on and
enlargement of the Sooner Ditch, and possibly others, to
deliver the available water to Cactus Park;

(c) power generating stations to uti I ize the inflow and drop in
elevation into Cactus Park;

(d) surveys, site preparat, ion, and construction of Cactus Park
Reservoir;

(e) the possibilities of generation of hydroelectric power
downstream from Cactus Park Reservoir, if the results of (a),
(b), (c), and (d) above and the water release regime from the
reservoir warrant such a study;

(n rehabilitation and reconstruction of existing laterals and
ditches with the objective of optimiZing the uses and savings
of water from them, particularly in conjunction with the
del iveries of water from Cactus Park Reservoir; and

(g) i'nvestigatlon of diverting some water from Tongue Creek for
storage in winter months.
