<br />. <br /> <br />EXHIBIT IT <br />PLAN OF STUDY <br /> <br />Section 1: Study Objectives <br /> <br />The objectives of the Grand Mesa Water Conservancy District Study are to <br />evaluate and determine the costs and merits of various means of augmenting the <br />irrigation water supplies of the Surface Creek basin near Cedaredge, Colorado. <br />The various means to be studied will include: <br /> <br />1. Identifying the opportunities for improved management of the water <br />resources of the Surface Creek basin. <br /> <br />2. Providing storage in the Surface Creek basin at the Cactus Park or other <br />suitable reservoir site, utilizing the District's conditional water rights to <br />provide supplemental or replacement water supplies for exchanges. <br /> <br />3. Importing supplemental or replacement water supplies for exchanges into the <br />Surface Creek basin from excess flows in the Muddy Creek basin, via the <br />Overland Ditch and Reservoir System. <br /> <br />Several alternative project configurations and capacities will be formulated <br />and evaluated, employing these three means of augmentation. The end product of <br />the study will be a report to the CWCB, CR WCD and GMWCD, summarizing the <br />assumptions, investigations, findings and evaluations made during the study. The <br />report will contain our conclusions and recommendations regarding the costs and <br />merits of the alternative project configurations developed during the study. The <br />report will be prepared for use by the CWCB, CRWCD and GMWCD in planning the <br />future direction of the Project. <br /> <br />Section 2: The Work Plan <br /> <br />The study will be conducted substantially in accordance with the three-steP <br />procedure outlined in the RFP.
