,

TASK NO.: 2
RFP CROSS-REFERENCE:
Step 1, Item (J)

STAFF MEMBERS RESPONSIBLE;
Hydrologist
Water Rights Specialist
System Operation Studies Specialist
Irrigation Specialist

TASK TITLE:

Evaluation of Operation of Existing Surface Creek Water Supply System.

RATIONALE:

An accurate and detailed assessment of the water rights and systems
presently operating in the Surface Creek basin and their past operating
history must be based on a comprehensive compilation of applicable water
rights, stream flows, water use, land use, cropping, irrigation requirements
and practices, and other applicable data. To obtain comparative evaluations
of the operation of the Surface Creek Water Supply System, a computer
simulation model of the system is required for both historic and potential
improved management conditions.

METHODOLOGY:

1. Prepare a base map of the Surface Creek, Tongue Creek, Alfalfa Run, and
Currant Creek basins by photo-reduction of 1:21f,OOO scale USGS topographic
sheets.

2. Locate ditches, reservoirs, and other water rights, gaging stations and other
applicable features on the base map to produce a planimetric representation
of the water supply system in the Surface Creek basin.

3. Obtain water rights data from the State Engineer's Water Data Bank and the
District If 0 Water Commissioner.

If. Determine the present entitlements of the water rights and identify with the
existing ditches and other water features located on the base map.

5. Determine the general extent of presently irrigated acreages, types of crops,
application methods, and other irrigation characteristics.

6. Compile the historic monthly streamflows recorded at existing gaging sta-
tions in the basin for the WY 1958 through WY 1981f study period and
disaggregate into the contributary flows for the various tributaries or
operating areas of the stream system.

7. Compile the historic monthly diversions by existing major water rights in the
system for representative years in the study period from the State Engineer's
records or other appropriate sources. -

1I-7

Revised 9/23/1985
