1. Expand the existing water supply system to include improvements to the raw
water, treatment, and distribution components of the overall system, or

2, Construct a Raw Water Irrigation System to provide non-treated water for lawn
and garden irrigation using existing irrigation ditches and irrigation water supplies
in the vicinity of the Town.

DESCRIPTION OF THE RWIS

The proposed Raw Water Irrigation System is a low-pressure system for delivering untreated
irrigation water to each individual water customer. Water will be pumped from two existing
irrigation ditches and distributed through an interconnected network of plastic pipe. Storage
will be provided by two existing concrete storage tanks. The design will allow the system to
be self draining at the end of the irrigation season, The total estimated capital cost for the
system is $520,000.

The Town will use irrigation water rights for the project from two local ditches in the area.
The staff has performed a very preliminary investigation of the water rights for the proposed
project and they appear to be relatively senior in priority and more than adequate in terms of
yield,

ANALYSIS OF ALTERNATIVES

Two alternatives were analyzed based on information provided by the Town and their
consultant:

1. The With RWIS Alternative is The Raw Water Irrigation System as described
above, and

2, The Without RWIS Alternative represents the improvements needed to the
existing water supply system in the absence of the RWIS.

The capital cost estimates and the operation and maintenance (O&M) costs for the two
alternatives are shown in Table 2 below, The annual cost shown in Table 2 is the sum of the
annual debt service (amortized capital costs) for the two alternatives and the annual O&M
costs.
