Expand the existing water supply system to include improvements to the raw <br />water, treatment, and distribution components of the overall system, or <br /> <br />2, Construct a Raw Water Irrigation System to provide non-treated water for lawn <br />and garden irrigation using existing irrigation ditches and irrigation water supplies <br />in the vicinity of the Town. <br /> <br />DESCRIPTION OF THE RWIS <br /> <br />The proposed Raw Water Irrigation System is a low-pressure system for delivering untreated <br />irrigation water to each individual water customer. Water will be pumped from two existing <br />irrigation ditches and distributed through an interconnected network of plastic pipe. Storage <br />will be provided by two existing concrete storage tanks. The design will allow the system to <br />be self draining at the end of the irrigation season, The total estimated capital cost for the <br />system is $520,000. <br /> <br />The Town will use irrigation water rights for the project from two local ditches in the area. <br />The staff has performed a very preliminary investigation of the water rights for the proposed <br />project and they appear to be relatively senior in priority and more than adequate in terms of <br />yield, <br /> <br />ANALYSIS OF ALTERNATIVES <br /> <br />Two alternatives were analyzed based on information provided by the Town and their <br />consultant: <br /> <br />1. The With RWIS Alternative is The Raw Water Irrigation System as described <br />above, and <br /> <br />2, The Without RWIS Alternative represents the improvements needed to the <br />existing water supply system in the absence of the RWIS. <br /> <br />The capital cost estimates and the operation and maintenance (O&M) costs for the two <br />alternatives are shown in Table 2 below, The annual cost shown in Table 2 is the sum of the <br />annual debt service (amortized capital costs) for the two alternatives and the annual O&M <br />costs. <br /> <br /> <br />-3- <br />
