Lile, P.E. <br />Director, CWCB <br /> <br />TO: <br /> <br />DATE: September II, 1995 <br /> <br />SUBJECT: Town of Silt Raw Water Irrigation System Project <br /> <br />BACKGROUND <br /> <br />At the November 1994 meeting, the Board recommended conditional approval for a $400,000 <br />loan at 4,0 percent for 30 years for the construction of a Raw Water Irrigation System <br />(RWIS) by the Town of Silt. The conditions for final Board approval were: <br /> <br />a. Completion of a feasibility study and a determination that the project is feasible, <br /> <br />b. Staff evaluation of the Town's financial condition and ability to pay and, <br /> <br />c, That the Town is unable to obtain project financing through the Colorado Water <br />Resources & Power Development Authority, <br /> <br />At the July 1995 Board meeting (Agenda Item 23 b,), the staff reported that we were unable <br />to formulate a recommendation at that time and that we were awaiting the submittal of <br />additional information in order to make a final determination of feasibility and to evaluate the <br />Town's financial condition (items a, and b, above of the conditional approval). <br /> <br />A letter from the Water & Power Authority was attached to my July memo to the Board <br />stating that the Town would not be eligible for Authority funding in fulfillment of condition <br />c., above. The Board voted unanimously that the staff continue to work with the applicant on <br />items a, and b, and that the Director be given the authority by the Board to make a final <br />determination of feasibility, <br /> <br />Utilizing information provided by the Town of Silt staff and by the Town's engineering <br />consultant, Jerome Gamba & Associates of GlenwoodSprings, the CWCB staff has completed <br />a detailed analysis of feasibility issues related to the Raw Water Irrigation System project as <br />summarized in the following paragraphs. <br /> <br />-1- <br />
