Evaluation criteria will include the total <br /> <br /> <br />and unit cost for the delivery of water to the District's treatment plant, the <br /> <br /> <br />utilization of existing District facilities and water rights, the safe yield of <br /> <br /> <br />the source of supply, the quality and quantity of water, and the impact on the <br /> <br />area and present system. The end product will be a summary report listing the <br /> <br /> <br />advantages and disadvantages of each alternative with a reason and <br /> <br /> <br />recommendation for a course of action to deliver water to the District's <br /> <br /> <br />treatment plant. <br /> <br />Preliminary Design <br /> <br />A. Feasibility-Level Design: <br /> <br /> <br />The obj ective is to provide sufficient design information upon which to <br /> <br /> <br />base construction cost estimates for the chosen alternative. <br /> <br />The pipeline profile will be plotted utilizing the topographic map. The <br /> <br /> <br />hydraulic grade line will be calculated to determine pipe pressure and velocity <br /> <br /> <br />classes. Pipe sizes will be determined for the present treatment plant capacity <br /> <br /> <br />of 22 MGD and the future capacity of 42 MGD, or those determined in the safe <br /> <br /> <br />yield study. Locations for air release and drain valves will be determined. <br /> <br /> <br />Provisions will be made to tie in existing facilities and other special <br /> <br /> <br />structures, such as pressure-reducing stations. The impact on the flood plain <br /> <br /> <br />and existing structures from proposed stream crossings or bank modifications <br /> <br /> <br />will be evaluated with computer flood routing programs. Adjustments will be <br /> <br /> <br />made in the pipeline route as needed to meet these design criteria. Pump sizes <br /> <br />and supporting structures will be determined to meet the requirements of the <br /> <br /> <br />District. The end product will be a quantification of the pipeline length, pipe <br /> <br /> <br />size, valves, and other special structures required to complete a pipeline or <br /> <br /> <br />the pump size required to meet the Districts demand. <br /> <br />B. Construction Schedule: <br />The objective is to produce a construction schedule for the alternative to <br />the raw water pipeline. <br /> <br />
