II
I

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

embankment is not necessary.

The existing 20-inch outlet pipe will be extended downstream approximately 50-feet
with the outfall protected by riprap. The inlet structure which houses the
valves to the outlet pipes will be raised to match the new dam crest. A catwalk
will be provided for access to the valves.

The existing emergency spillway at the south end of the dam will be widened to
have a 42-foot bottom width. The spillway will have 2H:1V sideslopes and will be
protected from erosion by riprap. The crest of the new spillway will be set at
the original elevation of 10,392 feet which gives the city its allocated water
storage of about 203 acre-feet. This is the historic spillway elevation prior to
the lowering of the crest as required by the State Engineer in 1984. Approximately
100 feet of 1 imited channel shaping will be necessary downstream of the spillway
crest to provide capacity for the inflow design flood (1/2 of the PMF) and to
keep stormwater from discharging onto the downstream face of the dam. A prefab-
ricated footbridge will span the gO-foot top width of the spillway to provide
access to the dam crest and outlet works.

In addition to the required modifications proposed for Victor Dam No.2, the
access road leading to the damsite will have to be improved for construction
purposes. Currently the road is unimproved and very narrow having steep grades,
large ruts, and rocks. Large pieces of construction equipment will be required
to complete the modifications to the dam. While most of the equipment will be 4-
wheel drive or track-driven, it is envisioned that some of the larger rocks will
have to be removed and road will have to be regraded in some areas to eliminate
the steeper slopes. Costs of this item is included in the lump sum for mobiliza-
tion.

The preliminary design recommended for the Victor No.2 Dam rehabilitation
provides an embankment with the stability to meet current design standards. These
improvements provide an emergency spillway which is hydrologically adequate for
1/2 of the PMF. In addition, the proposed improvements will provide the facility
with several components which are currently lacking such as access to the outlet
works control gates and access over the emergency spillway.

40
