The Mayor and Council are assisted by a part time <br />City Administrator. Services provided as authorized by the charter include: <br />publ ic safety (pol ice and fire), highway and streets, sanitation, health and <br />welfare, culture-recreation, public improvements, planning and zoning, and <br />general administrative services. <br /> <br />The following are sections of the Colorado Revised Statutes which set forth the <br />powers and authorities of the City of Victor with reference to: <br /> <br />A. Special Tax to Pay Claims: 31-12-410 CRS <br /> <br />Authority to enter into contractual agreements with the CWCB and authority to <br />vest title to the project has been addressed in an opinion letter dated October <br />15, 1986, from the legal council for the City (Beyfogle and Mandel) and addressed <br />to the CWCB, attention Mr. N. C. Ioannides. This letter is included in Appendix <br />A of this report. <br /> <br />Financial Status <br /> <br />Appendix B contains combined balance sheets for the years ending December 31, <br />1984 and 1985.
