It is very difficult to predict what the future population <br />trend will be, particularly so since the area's population is tied to the minin9 <br />industry. It can be anticipated that the relative importance of mining will be <br />cyclic and there will be a time when the value of metals will influence the <br />reopening of old mines. While this may occur, it is our judgment that it would <br />be unwise to rely on future growth due to the mining industry to justify project <br />costs. For purposes of this report, the City of Victor has provided a conservative <br />projection of growth as shown on Table 2.2.
