<br />I <br />I <br />I <br />, I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />wished to continue to use this reservoir in the future, a professional engineer <br />must be hired to investigate the cracking problem, evaluate the adequacy of the <br />spillway capacity and design the appropriate remedial measures necessary to bring <br />the dam and spillway up to present-day design standards. <br /> <br />Realizing that if the City of Victor had their water storage capacity reduced it <br />would impact all users of city water, a large industrial user of the city water <br />volunteered to retain an engineering firm on behalf of the City to inspect the <br />dam and recommend a remedial action plan. The industrial user, NERCO Minerals <br />Company retained Golder Associates to conduct a limited investigation of the dam <br />and reservoir. This culminated in a report authored by Golder Associates dated <br />July 1984, entitled "Inspection Report and Recommended Action Plan, Victor Dam <br />No.2, for NERCO Minerals Company, Victor, Colorado". Based on a surface inspec- <br />tion, review of the State Engineer's files, and personal communications with the <br />City of Victor, Golder Associates outlined an approach for further study that <br />included: subsurface geotechnical investigations, mapping of the project area, <br />hydrologic and hydraulic analysis, and preparation of alternate rehabilitation <br />preliminary plans. <br /> <br />In June 1985 Golder Associates, Inc., in conjunction with Greenhorne & O'Mara, <br />Inc., presented a proposal to the City of Victor to perform the required services. <br />Limited funds for such a study prevented the project from proceeding directly. <br />However, through efforts of the City, Golder Associates, and Greenhorne & O'Mara, <br />funding for the project was eventually received through the Colorado Water <br />Conservation Board (CWCB) and the Department of Local Affairs. The original June <br />1985 proposal was revised to incorporate requirements of the CWCB for a feasibil ity <br />study and a final agreement for services was entered into by Greenhorne & O'Mara <br />and the City of Victor in October 1986. <br /> <br />Purpose and Scope <br /> <br />The primary purpose of this study is to recommend remedial action to be taken to <br />best utilize the limited water available to the City of Victor. Specifically <br />this involves studying alternates available to the City for raw water storage and <br />in particular the steps which must be taken at the city-owned Victor No.2 Dam <br /> <br />7 <br />
