<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER 1 <br /> <br />GENERAl INFORMATION <br /> <br />Authorization <br /> <br />This feasibility study for rehabilitation of the existing City of Victor No.2 <br />Dam and Reservoir is authorized by an agreement between the City of Victor, <br />Colorado, and the consulting engineering firm of Greenhorne & O'Mara, Inc. <br />Funding for the project is provided through a loan obtained from the Colorado Water <br />Conservation Board and the Department of Local Affairs. <br /> <br />Geotechnical investigations for this study were conducted under a subconsul tant <br />agreement between Greenhorne & O'Mara, Inc., and Golder Associates, Inc., a <br />consulting geotechnical and mining engineering firm. Field survey information <br />for the study was completed by Greenhorne & O'Mara, Inc. Valuable input during <br />the course of this project was provided by Mr. Mickey Groves, Publ ic Works <br />Director and Mr. Edward Erickson, City Administrator, both from the City of <br />Victor. The Project Manager in charge of this project for the Colorado Water <br />Conservation Board is Mr. Frank Akers. <br /> <br />Study Background <br /> <br />In March 1984, the City of Victor informed the Colorado State Engineer that <br />longitudinal cracking had recently been discovered on the crest of Victor No.2 <br />Dam. On June 7,1984, an inspection of the dam was made by the State Engineer's <br />Office. This inspection resulted in a letter from the State Engineer dated June <br />22, 1984, which directed the City to restrict the level of water in the reservoir <br />to an elevation approximately 8-feet below the dam's crest. This was recommended <br />as a safety precaution, since the existing emergency spillway for the dam was <br />determined to be hydrologically inadequate to pass the required design flood. <br />Lowering the dam level required that the existing spillway be excavated down 1.5- <br />feet to maintain 8-feet of freeboard. <br /> <br />A further recommendation of the State Engineer's Office was that if the City <br /> <br />6 <br />
