Crandall, <br />Page two <br /> <br />February 21, 1966 <br /> <br />greatly promote the economy and welfare of the state of Colorado. <br />I have discussed this matter with our Coordinator of Natural <br />Resources, Director of the Colorado Water Conservation Board, <br />and the Director of the Colorado Department of Game, Fish and <br />Parks. They share in my opinion. <br /> <br />While it is not within my power to commit the General <br />Assembly of the state of Colorado to future appropriations for <br />any purpose, it will be my policy, as long as I am Governor of <br />the state of Colorado, to encourage the maximum participation <br />by this state in the development of the recreation and fish and <br />wildlife fe.atures of federal reclamation projects. I am quite <br />confident that this will be the future policy of our entire <br />state government. <br /> <br />. <br /> <br />I <br /> <br />It is therefore the intent of the state of Colorado <br />in connection with future federal reclamation projects in this <br />state to administer project land and water areas for recreation, <br />for fish and wildlife enhancement, or for both purposes, and to <br />bear not less than one-half the separable costs of the project <br />allocated to either or both of said purposes, and the entire <br />costs of operation, maintenance and replacement. We anticipate <br />that our share of the costs will be made as provided in Section <br />2(b) (1) of the Federal Water Project Recreation Act. <br /> <br />We trust that this communication makes the intent of <br />the state of Colorado clear enough so that authorization of the <br />projects can proceed on the basis of our participation. We <br />understand that before construction is started On any of the <br />projects, the necessary contractual arrangements will have to <br />be made to satisfy the requirements of the Federal Water Project <br />Recreation Act. <br /> <br />Sincerely, <br /> <br />/s/ John A.
