I have discussed this matter with our Coordinator of Natural Resources, Director of the Colorado Water Conservation Board, and the Director of the Colorado Department of Game, Fish and Parks. They share in my opinion. While it is not within my power to commit the General Assembly of the state of Colorado to future appropriations for any purpose, it will be my policy, as long as I am Governor of the state of Colorado, to encourage the maximum participation by this state in the development of the recreation and fish and wildlife fe.atures of federal reclamation projects. I am quite confident that this will be the future policy of our entire state government. . I It is therefore the intent of the state of Colorado in connection with future federal reclamation projects in this state to administer project land and water areas for recreation, for fish and wildlife enhancement, or for both purposes, and to bear not less than one-half the separable costs of the project allocated to either or both of said purposes, and the entire costs of operation, maintenance and replacement. We anticipate that our share of the costs will be made as provided in Section 2(b) (1) of the Federal Water Project Recreation Act. We trust that this communication makes the intent of the state of Colorado clear enough so that authorization of the projects can proceed on the basis of our participation. We understand that before construction is started On any of the projects, the necessary contractual arrangements will have to be made to satisfy the requirements of the Federal Water Project Recreation Act.
