r <br />� <br />Officer, as to ascertain on an annual basis the service of water for irrigation <br />on small tracta, including the number of small tracta and acreagea. <br />The total quantity of water served to small tracts and the total quantity of all <br />irrigation waCer furnished from the Project ahall be measured by the District <br />or determined by the Diatrict by such other means satisfactory to the <br />Contracting officer. <br />USE AND ALLOTMENT OF PROJECT WATER <br />12. (a) The District shall make water allotment petitions and/or <br />contracts for Project water in accordance with the Colorado Reviaed Statutes. <br />Such water allotment petitions and/or contracts shall be satisfactory to the <br />Contracting Officer, shall be approved by him in advance, and shall not be <br />amended or otherwise affected without his written consent until after the <br />District has paid in full its loan obligation to the United States. <br />(b) The District has designated certain capacities in Stagecoach <br />Reservoir and the water filling such capacities as follows: <br />(1) 3,275 acre—feet repiesenting inactive storage. <br />(2) 11,000 acre—feet representing M6I use. <br />(3) 4,000 acre—feet repiesenting irrigation use. <br />(4) 15,000 acre—feet representing a permanent recreation pool. <br />IN THE FOLLOWING ARTICLES THE DISTRICT SHALL BE KNOWN AS THE CONTRACTOR. <br />CONTRACTS WITH THIRD PARTIES <br />0�5h��� <br />13. (a) The Contractor shall advertise each construction, equipment, ot <br />supply contract exceeding $25,000 for compe[itive bidding. Upon receipt of <br />bids, any action proposed by the Contrac[or other than making the award to the <br />lowest responsible bidder shall be sub�ect to review by the Contracting Officer. <br />21 <br />
