( �. <br />ACCOUNTS AND AUDITS <br />10. During the performance of the work under this contract by the <br />District on ita own account or by contiact, the Diatrict shall maintain <br />books of accounts pertaining to such work separate and apart from any other of <br />its books of accounts, and keep them aad all other books, records, and memoranda <br />which support the entriea in such book5 of accounts to furnish full information <br />as to any item included in any account. Each entry sha11 be supported by such <br />detailed information to permit identifScation, analysis, and verification of all <br />of the relevant facts. Any such books and records which supporr entries to the <br />accounts shall be retained until written permission for their destruction is <br />given by the Contracting Officer. The books of accounts maintained by the <br />District and by the United States, relating to matters covered by this <br />contract, sha11 be open to inspection and audit by either party at all times <br />during regular office hours. <br />REPAYMENT BY THE DISTRICT <br />11. (a) Upon substantial completlon of the Project, or such part thereof <br />as funds actually made available pursuaRt to the terms of this contract will <br />complete, as determined by the Contract:Lng Officer, the District shall return <br />to the United States any unexpended, unobligated, and unencumbered balance of <br />funds advanced by the United States. Following receipt of any such funds, the <br />Contracting Officer shall provide the District with a written statement of <br />actual Federal expenditures, including interest during construction. <br />Concurrently, the District shall provide the Con[racting Officer with a <br />written statement of ac[ual expenditures• Interest during construction is an <br />interest charge which accumulates and is compounded annually on Federal funds at <br />15 <br />
