. < (" intereats therein necessary for such work, or the District shall commence appropriate eminent domain proceedings in a court of competent juriadiction for the acquisition of such land or interests in land and ahall obtain, purauant to said proceedings, the right to immediate possesaion [hereof and shall prosecute diligently said proceedings to final judgment and obtain title satisfactory to the Contracting Officer to the land or interests therein to be acquired. (c) The funds advanced hereunder by the United States shall be used only to defray coats and expenses incurred by the District for the performance of work approved pursuant to Article 2 lncluding an appropriate proportion of the District's clerical and administrative costs applicable to the loan. The advanced funda shall not be used for the District's clerical or office administrative work not associated with the loan program, acquisition of lands or intereats therein, acquisition of rights to the use of water necessary for succesaful operation of tt�e project, reimbursement in any manner for the District's costs of preparation, processing, or review of the District's proposal and loan applicatioti, nor operation and maintenance of the pro3ect works. All costa and expen&es of the Dis[rict, chargeable or allocable to the Project, shall be limitied to those reasonably iacurred in the exercise of sound engineering, consCruction, and business pr2ctices. (d) All funds advanced hereunder by the United States shall be deposited by the District in a special interest-bearing account in a member bank of the Federal Reserve System.
