<br />cast iron collection line to supply water to the community and their <br />steam locomotives. Sanitary facilities are septic tanks and outdoor <br />toilets. In some cases, laundry and kitchen sinks drain onto out the <br />ground surface. The citizens ot the Starkvi11e area are desirous of <br />upgrading their social and economic environment, <br /> <br />As indicated by the Regional Land Use Plan for Huertano-Las Animas <br />Counties, July 1976, the area is beginning to show vital signs of growth. <br />The transportation pattern and increased traffic volumes provide an <br />indicator of greater business activity. The railroad activity on the <br />main north-south lines shipping coal from Wyoming to Texas is having an <br />impact. The creation of the Trinidad Dam, just a few miles west of <br />Trinidad, has renewed interest in retirement communities and tourists' <br />activities. All of this will create jobs and support a growing popula- <br />tion with many families desiring to live in a small community, such as <br />Starkville, <br /> <br />Recognizing the need to upgrade the town's facilities, the town <br />has held meetings discussing the problems. The Town Council by un- <br />animous action applied for and received a grant from the Colorado Division <br />of Local Affairs for a predesign engineering study to establish the <br />feasibility of a sewage system, and a water system connecting to <br />Trinidad's supply, <br /> <br />Purpose of Report <br /> <br />The purpose and scope of work involved in this predesign engineer- <br />ing study is to develop a report including: <br /> <br />1. Develop a population curve of current and future expansion of <br />the area. <br /> <br />2. Make an intensive study of the water, sewer, and sewage facilities. <br /> <br />3. Develop preliminary design alternates for a water, sewer system <br />and sewage treatment facilities. <br /> <br />4. From the preliminary designs develop a cost analysis for each <br />system. <br /> <br />5. Combine data into a report for the community decisions and <br />hold meetings to explain contents. <br /> <br />- 2 - <br />
