<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FINANCIAL STATUS <br /> <br />The town of Starkville has limited finance capabilities. <br />The town has water revenue of 5416 per month from its oper- <br />ation of a water system. Additional funds come from Revenue <br />Sharing and Highway Users' Fund. There is no local sales tax. <br />There is a 77.47 mill levy for school District 1. The town <br />assessed valuation has never been made by the County Assessor, <br />however, an estimate would be about $50,000 similar to Cokedale. <br /> <br />The average family income is $5,270 for 42 families of which <br />23 are Spanish--American. The average income of the minority <br />families is $4,218. This data is for Starkville only and ac- <br />cording to the 1970 census data. <br /> <br />PHYSICAL ASSETS <br /> <br />The main physical assets of the Town involve the water <br />system consisting of about six miles of 4 inch C.I.P., three <br />storage tanks of 225,000 gallons, 196,000 gallon and 140,000 <br />gallons respectively; one well and a valve house. <br /> <br />Operation equipment consists of a WWII jeep. <br /> <br />Town site received from County for City Meeting Place. <br /> <br />The water lines are in reasonably good condition, being <br />installed in the early 1900's. Valves, fittings, fire hydrants <br />and meters are in very bad condition excepting those at storage <br />tanks and valve house. All storage tanks need cleaning and paint- <br />ing. The two 24' diameter tanks need roofs or other type top <br />enclosures. <br /> <br />.. <br /> <br />Most of the collection line up Clear Creek is buried less <br />than one foot in depth. On the steep reaches, the shallow depth <br />has not been a problem of either operation or maintenance. One <br />reach near the upper storage tank is a problem because of its <br />sha110wness due to freezing the pipe in extreme cold periods. <br />To fill the storage tank requires closing valves at the valve <br />house, forcing pressure in the line sufficient to put water in <br /> <br />11 <br />
