<br />~ <br /> <br />~ <br /> <br />CHAPTER I <br /> <br />~ <br /> <br />GENERAL INFORMATION <br /> <br />~ <br /> <br />GENERAL <br /> <br />~ <br /> <br />The Town of Starkville was incorporated at 3:03 P.M., <br />February l~, 1954, in the County Court of Las Animas County, <br />State of Colorado, as a community in Southern Colorado near <br />Trinidad. The Town limits encompasses about 70 acres with a <br />population of 160 according to the 1970 census. <br /> <br />~ <br /> <br />~ <br /> <br />Starkville is about 2-1/2 miles South of Trinidad, (see <br />Figure 1) along Interstate 25, the main north-south highway <br />route through Colorado. The Town is near the foot of Raton Pass <br />at an elevation of about 6400 feet. Raton Creek passes through <br />the town and one of Raton Creek tributaries is the main source <br />of water supply. The tributary is Clear Creek which junctions <br />with Raton Creek about 2 miles upstream (south) of the town. <br />Clear Creek flows west from the base of Fishers Peak, a noted <br />land formation in Southern Colorado. <br /> <br />, <br /> <br />. <br /> <br />. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />The Town of Starkville has a water system that was installed <br />by the Santa Fe Railroad. The in-town system consists of 3" and <br />4" C.I.P., (see Figure 2 and 7), and a 140,000 gallon storage <br />tank. The storage tank is presently without a cover. Meters <br />and meter pits are throughout the Town with most of the meters <br />inoperative. The meter pits are standard type that require yearly <br />freeze protection efforts to protect against freezing the meters. <br /> <br />. <br />. <br /> <br />The supply 4" c.r.p. line comes from the south up Raton Creek <br />to a major storage tank about 1/2 mile from the town limits. <br />This tank has about 200,000 gallon capacity.
