1. Effective Date of Limitations - shall be as soon as possible and
practicable, but no later t:Jtan July 1, 1977.

2. Analyses or wastewater discharges for BODS and suspended solids
shall be based on one of the following sampling methods:

a. Weekly Average: The arithmetic mean of two or more grab
samples collected during seven (7) consecutive days, taken
at least three days apart.

b. Monthly Averages:

(1) one 6-hour composite sample, or

(2) the arithmetic mean of three or more grab samples
collected during 30 consecutive days, taken at least 7 days
apart.

c. For sewage oxidation ponds and polishing ponds, the monthly
average sampling/analysis procedure, above, shall apply.

d. In addition to the above effluent limitations, the arithmetic mean
of values for effluent collected in a period of 30 consecutive days
shall not exceed 15 percent of the arithmetic mean of the values
for influent samples collected at approximately the same time
during the same per:iod (85% removal). For influent values,
the sampling/analysjs procedures listed in subparagraphs (a)
and (b), above, apply to all sewage plants regardless of type.

3. The geometric mean of the yalues for a minimum of two samples
collected during 7 consecutive days.

4. The geometric mean of the yalues for a minimum of three samples
collected during 30 consecutive days.

Collection System

The collection sewer system design should conform to the "Design
Criteria for Sewerage Works" published by the Colorado State Department of
Health. In this, minimum 8-inch lines are recommended with minimum allowable
grades of 0.4 feet of fall in 100 feet. An 8-inch sewer on minimum grades will
serve a population equivalent of about 1,200.

An average unit flow for towns similar to Starkville is about 80 gallons
per capita per day. Systems are normally designed for maximum instantaneous
flows of 5 times the average or 400 gpd.

- 7 -
