SE CTION III

PRELIMINARY WASTEWATER SYSTEM DESIGN

General

The collection system and treatment facilities are to be designed in
conformance to the "Criteria Used in Review of Waste Water Treatment
Facilities" published by the Department of Health, State of Colorado. The
location and design of the sewage treatment facilities are subject to the ap-
proval of the Colorado Water Quality Control Commission, the Las Animas
County Health Department, and the Town Council.

Waste Treatment

Design criteria involve existing and projected flow loads, and strength
of raw sewage. The QUANTITY of flow is basically determined from the popula-
tion trends and for the Starkville area this involves a current population of 324
with a potential growth in 20 years to 450. Initial flows are expected to be
30,000 gallons per day (gpd) to a future loading of 47,900 gpd.

The QUALITY of the effluent from the treatment facility is controlled
by the Colorado Water Pollution Control Commission.

The following table lists the anticipated criteria, final criteria as
determined by the Commission.

TABLE 3

Parameter

Future Effluent Limitations

Weekly Average Monthly Average
2 2
45 mg/l 30 mg/l
2 2
45 mg/l 30 mg/l
3 4
400 orgs/100 ml 200orgs/100ml

Less than 0.5 mg/l

6.0 - 9. 0

BODS
Suspended Solids
Fecal Coliform
Residual Chlorine

pH
Oil and Grease

10 mg/l and there shall be no visible sheen

None, at levels toxic to humans, other animals
plants, or aquatic life, or damaging to real
property

Unspecified Toxic or
Corrosive Substances

- 6 -

.-
,

-
