<br />AJamosa-La Jara Water Conservancy District Agenda Item 12b. <br />January 26-27. 2000 (Updated February 4.2000) <br /> <br />Priority Areas <br />The largest priority area identified in the Conceptual Design encompasses 4 miles of river in the <br />vicinity of the town of Capulin. Reaches on this portion of the river are listed as priority areas <br />because of the extreme instability and lateral spreading. Other priority areas that are highly <br />unstable are located in the 3.5-mile section upstream of Highway 285. <br /> <br />The Reconstruction Process <br />1. Obtain landowner consensus to do the reconstruction. <br />2. Survey each sub-project area. <br />3. Develop a specific reconstruction design for each sub-project area. <br />4. Submit specific designs to the Army Corps of Engineers for approval. <br />5. Secure a rock source, and haul rock to the site. <br />6. Construct each sub project. <br />7. Select monitoring sites. Monitor water levels, river velocity, and bedload. <br /> <br />Discussion <br />A-LJWCD has received (or is expecting approval of) cash grants and in-kind services of over <br />$400,000 from a number of sources, for the Alamosa River Watershed Project. The Project has <br />proceeded with the cooperation and assistance of local landowners, as well as a broad range of <br />local, State, and Federal agencies. The project needs an additional $527,000 to complete the <br />restoration. The focus of Project efforts is a 4-mile section of river in the vicinity of Capulin, as <br />well as a 3.5-mile section upstream of Highway 285. A grant from the CWCS in amount of <br />$300,000 would greatly assist in the completion of 37 sub-projects within the high priority areas <br />of the river. <br /> <br />Recommendation <br />Staff recommends a grant in amount of $300,000 to the Alamosa-La Jara Water Conservancy <br />District for the Alamosa River Watershed Project.
