Several of the reports reviewed considered different <br />levels of implementation or different combinations of strategies. Table <br />4-5 summarizes the reported potential savings when various conservation <br />programs were combined (ex. increased public education with water <br />restrictions, which work together to optimize savings). <br /> <br />A discussion summarizing the methods of conservation techniques derived <br />from the reports in Table 4-3 is presented in the Technical Appendix. <br /> <br />A wide range of potential demand reductions have been cited in the <br /> <br /> <br />literature; however, the fact that Loveland has already implemented many <br /> <br /> <br />measures limits the magnitude of further reductions in the City's demand <br /> <br /> <br />which can be realistically expected to occur. Loveland has previously <br /> <br /> <br />implemented a number of water conservation measures, including water <br /> <br /> <br />metering, price structure modifications, and public education and <br /> <br /> <br />evapotranspiration (ET) reduction programs. The City's distribution system <br /> <br />leakage of 11 percent is also low in comparison to typical values. \lith <br /> <br /> <br />existing conservation measures, Loveland's water usage currently averages <br /> <br />188 gpcd. This is relatively low in comparison to other Front Range <br /> <br /> <br />communities: in 1986 and 1987, Fort Collins usage averaged 215-233 gpcd <br /> <br /> <br />and Greeley usage averaged 292-297 gpcd. <br /> <br />Based on the review of published reports and input from City staff, \later <br /> <br /> <br />Board, and City Council, the following Long-Term Strategies were selected <br /> <br /> <br />for evaluation: <br /> <br />o Requirement that low-flow devices be installed in new construction <br />in order to achieve a 3 to 5 percent reduction in future in-house <br />use. <br /> <br />o Requirement that landscape (horticultural) limitations be imposed on <br />new construction in order to achieve a 3 to 5 percent reduction in <br />future outdoor water use. <br /> <br />4-11 <br />
