<br />I <br />I <br />J <br />, <br />I <br />I <br />I <br />I <br />I <br />J <br />I <br />I <br />I <br />I <br />, <br />I <br />I <br />I <br />I <br /> <br />City of Loveland <br />Phase II <br />Evaluation of Alternatives <br /> <br />EXECUTIVE SUMMARY <br /> <br />PURPOSE <br /> <br />The City of Loveland, Yater/Yastewater Department retained Camp Dresser & <br /> <br />McKee Inc. (CDM) to conduct an analysis of the ability of the city's water <br /> <br /> <br />supply sources to deliver water during selected drought conditions. This <br /> <br /> <br />alternatives analysis was conducted as the second phase of a three-phase <br /> <br /> <br />water supply study which (1) assesses drought impacts on the City's water <br /> <br /> <br />supply system and recommends a drought protection level, (2) identifies and <br /> <br /> <br />quantifies potential alternatives to mitigate drought impacts, and <br /> <br /> <br />describes the type, size, location, and implementation schedule for the <br /> <br />recommended alternative, and (3) conducts a feasibility study in accordance <br /> <br />with Colorado Yater Conservation Board (CYCB) guidelines for the <br /> <br /> <br />recommended drought mitigation alternative. <br /> <br />METHODOLOGY AND RESULTS <br /> <br />The City's raw water sources include the following: <br /> <br />1. Big Thompson River direct-flow rights. <br /> <br />2. Ownership in a number of private irrigation ditch and reservoir <br />companies through the City's Transfer Decree. <br /> <br />3. Ownership of Colorado-Big Thompson Project (CBT) units. <br /> <br />4. Ownership of Yindy Gap Project units. <br /> <br />Both the CBT and Yindy Gap projects derive their supply from streams in the <br />Upper Colorado River Basin. Conveyance facilities (e.g., Adams Tunnel, <br />Dille Tunnel, Charles Hansen Feeder Canal) are operated and maintained by <br /> <br />-1- <br />
