A similar discussion of the <br />operation of the Big Thompson River is necessary as background to <br />evaluation of factors affecting the use of the Dille Tunnel. <br /> <br />The NCWCD and Bureau of Reclamation (BUREC) seek to maximize the generation <br />of hydroelectric power while delivering water to East Slope owners. To <br />that end, transbasin water and "skim" from the Big Thompson River are <br />diverted through hydropower facilities at the Olympus and Big Thompson <br />Power Plants. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />"Skim" water on the Big Thompson River refers to native flows of the river <br /> <br /> <br />that are diverted at Lake Estes and passed through Olympus Tunnel. These <br /> <br /> <br />skim waters are returned to the river through either the Big Thompson Power <br /> <br /> <br />Plant or the river outlet. This diversion is possible because the <br /> <br /> <br />headgates of the owners of the skim water are located downstream of the Big <br /> <br /> <br />Thompson Power Plant and river outlet; consequently, skim water can be <br /> <br /> <br />"borrowed" from and returned to the river in order to generate hydropower <br /> <br /> <br />through facilities in the Olympus Tunnel and the Big Thompson Power Plant. <br /> <br /> <br />Skim water includes waters owned by the City through their ownership of Big <br /> <br /> <br />Thompson River rights and interest in the various irrigation and reservoir <br /> <br /> <br />companies which take water from the Big Thompson River. <br /> <br />3-4 <br />
