I
I
I

A deficit occurs when all sources are insufficient to meet demand. In
Phase I, estimates of the magnitude of deficit conditions were based on
hydrologic factors and water right constraints, In Phase II, operational
factors of the CBT, Windy Gap, and BUREC systems and facilities were also
considered.

I
I
I
I
I
I
I
I
I
I
I

3.2 DILLE TUNNEL AND CHARLES HANSEN FEEDER CANAL CAPACITY CONSTRAINTS

3.2.1 OPERATION OF DILLE TUNNEL

A brief discussion of the manner in which CBT or Windy Gap is delivered to
the City was provided in the previous section. A similar discussion of the
operation of the Big Thompson River is necessary as background to
evaluation of factors affecting the use of the Dille Tunnel.

The NCWCD and Bureau of Reclamation (BUREC) seek to maximize the generation
of hydroelectric power while delivering water to East Slope owners. To
that end, transbasin water and "skim" from the Big Thompson River are
diverted through hydropower facilities at the Olympus and Big Thompson
Power Plants.

I
I
I
I
I

"Skim" water on the Big Thompson River refers to native flows of the river

that are diverted at Lake Estes and passed through Olympus Tunnel. These

skim waters are returned to the river through either the Big Thompson Power

Plant or the river outlet. This diversion is possible because the

headgates of the owners of the skim water are located downstream of the Big

Thompson Power Plant and river outlet; consequently, skim water can be

"borrowed" from and returned to the river in order to generate hydropower

through facilities in the Olympus Tunnel and the Big Thompson Power Plant.

Skim water includes waters owned by the City through their ownership of Big

Thompson River rights and interest in the various irrigation and reservoir

companies which take water from the Big Thompson River.

3-4
