<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2.0 PUBLIC PARTICIPATION (TASK 1) <br /> <br />Public participation has been included throughout the Phase II study to <br /> <br /> <br />ensure that the concerns of the general public and of those most directly <br /> <br /> <br />affected by possible alternatives are considered during the evaluation <br /> <br />process. Citizens Forum meetings have been held at the City's Yater and <br /> <br /> <br />Yastewater Department to present and discuss study progress reports, during <br /> <br />which the public's input has been encouraged. The meetings were organized <br /> <br />and scheduled by City staff, and all interested citizens were invited to <br /> <br /> <br />attend. <br /> <br />I <br />I <br /> <br />The Citizens Forum met monthly from March through July and again in <br />September of 1987. The meetings were conducted immediately following the <br />Loveland Yater Board's regularly scheduled meetings on the third Monday of <br />each month. Progress reports of work completed-to-date were generally made <br />available one week prior to each meeting, and were then presented by CDM <br />and City staff at the meetings. Individuals participating in one or more <br />of the Citizens Forums are listed in Table 2-1. <br /> <br />I <br />I <br /> <br />During the meetings, participants were given the opportunity to ask <br /> <br />questions and make comments on the progress of the study, and to provide <br /> <br /> <br />suggestions on the project's scope of work. Records of each meeting were <br /> <br /> <br />made by City staff and are kept on file at the City'S Yater/Yastewater <br /> <br /> <br />Department. The results and conclusions of the Phase II study presented in <br /> <br /> <br />this report include consideration of the comments and concerns raised by <br /> <br /> <br />the Citizens Forum. <br /> <br />I <br /> <br />I <br />I <br /> <br />Two joint City Council and Yater Board workshops and one joint study <br /> <br /> <br />session were held on August 11, August 17, and September 8, respectively. <br /> <br /> <br />The purpose of these meetings was threefold: 1) to provide City Council <br /> <br /> <br />members with progress reports on study findings developed to date, 2) to <br /> <br /> <br />solicit input from the Council and Yater Board regarding social and <br /> <br /> <br />environmental issues identified for the alternatives under consideration, <br /> <br />I <br />I <br /> <br />2-1 <br /> <br />I <br />
