Cemetery Lake) is privately owned and is not included <br />in this Plan of Study. <br /> <br />Hereafter, the term Design Condition will be used to refer to the above set <br /> <br />of demand and supply conditions and evaluations of the water supply deficit <br /> <br /> <br />corresponding to the lOO-year recurrence interval. <br /> <br />Computer models developed in the Phase I study were enhanced in Phase II to <br />simulate in greater detail various components of the City's water supply <br />system. Operational constraints of the City'S, Colorado-Big Thompson <br />Project's (CBT) , and Windy Gap Project's (WG) systems, as well as <br />management policies of the Northern Colorado Water Conservancy District <br />(NCWCD) were taken into account. <br /> <br />I <br />I <br />I <br />I <br /> <br />Various alternatives to eliminate the City's projected deficit have been <br /> <br /> <br />evaluated in the Phase II study. Alternatives will be comprised of one or <br /> <br />more "Plan Elements". A Plan Element is a unique, specific action that the <br /> <br /> <br />City may take to reduce or eliminate projected water supply deficits. For <br /> <br />example, purchase of additional CBT units would be a Plan Element. The <br /> <br /> <br />alternatives were evaluated with respect to deficit reduction potential, <br /> <br /> <br />cost, and social and environmental issues associated with implementation. <br /> <br />Public participation has been an integral component of the Phase II study <br /> <br /> <br />and has been encouraged through: 1) Monthly Citizens Forum meetings to <br /> <br /> <br />present and discuss study progress reports, 2) joint City Council and <br /> <br /> <br />Water Board workshops and study sessions, and 3) a public hearing at which <br /> <br /> <br />the Interim Report will be presented following a 30-day review period. <br /> <br />I <br />I <br /> <br />The Phase II study consists of 12 major tasks, as follows: <br /> <br />Task 1. Public Participation <br /> <br />Task 2. Evaluation of Operational Factors <br /> <br />I <br />I <br /> <br />Task 3. Evaluation of Plan Elements with Respect to Yield and Cost <br /> <br />1-7 <br /> <br />I <br />
