<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o Expansion of the existing reservoir at Green Ridge Glade to a total <br />capacity of 5,050 AF (active capacity of 4,550 AF) could eliminate <br />the 100-year deficit. <br /> <br />o Construction of a reservoir at Maitland Canyon to impound 4,950 AF <br />(active capacity of 3,950 AF) of water could eliminate the 100-year <br />defici t. <br /> <br />o purchasing 7,145 units of the CBT Project (in addition to the <br />projected ownership of 13,455 units under the Design Conditions) <br />could eliminate the 100-year deficit. <br /> <br />o purchasing an additional 21.4 cfs of existing No.1 priority <br />direct-flow water rights on the Big Thompson River could reduce the <br />deficit by 2,286 AF. <br /> <br />o Purchasing 1,945 CBT units and 17.5 cfs of No.1 priority direct- <br />flow rights in addition to the supplies projected under the Design <br />Conditions (see Table 2) could eliminate the 100-year deficit at the <br />least cost to the City. However, fluctuations in the cost of CBT <br />water, and the cost and availability of direct-flow rights for <br />purchase could reduce the cost-effectiveness of this alternative. <br /> <br />I <br />I <br /> <br />o Purchasing 1,645 CBT units along with increasing the capacity of <br />Green Ridge Glade to a total capacity of 3,500 AF (active capacity <br />of 3,000 AF) could eliminate the 100-year deficit. This alternative <br />could provide the City with a 30-day emergency storage during the <br />high-demand summer months to provide protection against disruption <br />in delivery of CBT or Vindy Gap supplies and would reduce average <br />annual Transfer Decree spills to 2,367 AFY (compared to 3,116 AFY <br />under the Design Conditions). This alternative could include <br />constructing a reservoir at Maitland Canyon in lieu of expanding <br />Green Ridge Glade, but at approximately twice the cost. <br /> <br />I <br />I <br />I <br /> <br />o Construction of a 7,350 AF reservoir at Maitland Canyon would <br />protect the City up to nearly the 200-year deficit recurrence <br />interval, and provide a 70-day emergency supply during the summer. <br />Potential additional capabilities in effective management of <br />Transfer Decree waters would also be realized, with average annual <br />Transfer Decree spills reduced to 1,111 AFY. <br /> <br />o Vater conservation measures should be included in future water <br />planning to provide "drought insurance" as added protection during <br />drought conditions and to reduce the demand for additional raw water <br />as the City grows. <br /> <br />I <br />I <br /> <br />o If the City chooses to increase storage capacity (at Green Ridge <br />Glade or Maitland Canyon), it should file an application for a new <br />direct-flow right on the Big Thompson River to be used in <br />conjunction with the storage facility. Potential agreements with <br />other direct-flow water right owners for the exchange of stored <br />Transfer Decree waters should be pursued. <br /> <br />-11- <br /> <br />I <br />
