.

.

.

Memorandum
Loveland ,Water Study File
August 1, 1988

The Phase II alternatives analysis resulted in a
recommendation that the City acquire additional COlorado-,Big
Thompson project shares and expand the existing Green Ridge
Glade Reservoir (see the Phase II report and my memo to the
file of December 22, 1987). The City staff has indicated that
they favor the Phase II recommendations and that they would
like to proceed to a Phase III study of the Green Ridge Glade
expansion.

The Loveland Water Board, however, is in the process of
considering other alternatives such as a joint reservoir
project (with other cities in the northern Front Range) on the
Little Thompson or the Cache la Poudre. The Maitland Canyon
option has also been the subject of additional study since the
Phase II report was completed. On July 18th of this year, the
Water Board voted to postpone indefinitely Phase III of the
water supply study to allow the City the opportunity to
consider other options.

In addition, the Water Boar~ and City staff have indicated
the City does not now have suff~cient funds for a major capital
investment. The Water Board is considering a rate increase to
provide, in part, for raw water system expansion.

On July 21, I briefly discu6sed repayment of CWCB study
costs with Dick Leffler. Any construction work on Green Ridge
Glade or Maitland Canyon would cequire repayment of CWCB study
costs. I also indicated that because of the very general
nature of the Phase I study, any raw water system expansion
might be considered as a basis tor repayment of study costs.

Ibj

,2'
