For <br />instance, if the alternative under consideration is to increase the City's <br />storage capacity and to purchase add}tional CBr units, many combinations of <br />capacity and CBr units may result in deficit elimination. For each <br />alternative, only that combination ot implementation levels that produces a <br />zero deficit at the least cost (computed as discussed belov) viII comprise <br />that alternative. <br /> <br />For those alternatives involving additional vater storage, the sources of <br />vater to be considered are: <br /> <br />a. "Free" vater (nev direct-flav right) <br /> <br />b. City-ovned direct-flov rights <br /> <br />c. Transfer-decree vater <br /> <br />d. CBr Project vater <br /> <br />e. Vindy Gap Project vater <br /> <br />Capital Costs: <br /> <br />1. Acquisitional costs viII be developed to evaluate the actual cost of <br />acquiring additional vater and/or the costs related to site <br />development such as land acquisition and road relocation that are <br />required for project implementation but not directly related to the <br />actual implementation. <br /> <br />2. Design, construction and engineering costs. Costs viII be identi- <br />fied for each of the folloving: feasibility studies, preliminary <br />design studies, final design engineering, environmental assessments, <br />environmental impact statements, and construction. Backup <br />information related to unit costing and cost estimates viII be <br />provided in the report. <br /> <br />O&H Costs: <br /> <br />1. <br /> <br />Operational costs. An assessment of the <br />repair/replacement costs viII be made. Backup <br />development of individual costS viII be provided <br /> <br />annual operational <br />data related to the <br />in the repor t. <br /> <br />3-21 <br />
