The <br />CYCB instream flow filing system and Larimer <br />COG-Yeld County 208 Plan update will be <br />consulted. Similarly, CDOY wildlife data will be <br />obtained and applied to a preliminary analysis of <br />impacts as appropriate. <br /> <br />3. Potentially critical issues will be described as <br />they relate to the full range of project Plan <br />Element implementation; subsequently, each <br />Element will be evaluated with respect to the <br />identified issues. <br /> <br />An Issues Application Matrix will be developed and <br />included in the report. This matrix, an example of <br />which is shown in Table 3-1, would present potential <br />constraint ratings assigned to each Plan Element (or <br />level of implementation where appropriate) for the <br />four environmental issues described above. It is <br />anticipated that the ratings will be assigned as <br />follows: <br /> <br />Rating <br /> <br />Potential Constraint <br /> <br />o No Project Planning Constraint <br />1 Minimal Constraint <br />2 Moderate Constraint <br />3 Critical Constraint <br /> <br />TASK DELIVERABLES: <br /> <br />A narrative section of the report will be prepared <br />that includes a description of each of the <br />potentially critical environmental issues related to <br />the range of project Plan Elements. Issues germane <br />to each Plan Element will be specifically identified <br />in quantitative terms if appropriate. Potential <br />positive impacts which may be important to <br />formulating or evaluating Plan Elements will be <br />treated qualitatively as supported by existing data. <br /> <br />3-16 <br />
