<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br /> <br />" <br /> <br />. <br /> <br />. <br /> <br />PHASE II - TASK 4: <br />ASSOCIATED VITH <br />ALTERNATIVES <br /> <br />SOCIAL ISSUES <br />SINGLE-ELEHENT <br /> <br />TASK DESCRIPTION: <br /> <br />The effects of Plan Element implementation with <br />regard to social issues will be assessed for each <br />Plan Elemen t . <br /> <br />TASK OBJECTIVE: <br /> <br />To ensure that social impacts (both positive and <br />negative) are included in the evaluations of Plan <br />Elements and to provide the client and public <br />concerns with a more complete understanding of the <br />ramifications of Plan Element implementation. <br /> <br />IlETHODOLOGY: <br /> <br />Identification of social impacts related to each Plan <br />Element (or level of implementation) will be made by <br />CDM; this task will address the following issues: <br /> <br />1. Changes in land use - The implementation of a <br />Plan Element may result in changes to existing <br />land use. For example, the purchase of <br />direct-flow rights presently used for irrigation <br />will result in an estimated number of acres of <br />agricultural land being taken out of production. <br />Inundation of agricultural and other lands by an <br />enlarged storage reservoir would result in <br />similar impacts. Anticipated changes will be <br />evaluated with respect to present land use <br />planning policy to identify potential conflicts. <br />Consequent changes in land value associated with <br />each Plan Element will also be estimated. <br /> <br />2. Changes in ingress and egress The <br />implementation of a Plan Element may result in <br />changes to access to public and private lands. <br />This issue aPplies primarily to the Plan Elements <br />involving the construction of new storage <br />facilities or increasing the capacity of existing <br />facilities. Such construction or expansion could <br />require the closure or rerouting of access roads <br />to public and private properties. <br /> <br />3-13 <br />
