2.2 EVALUATION OF PLAN ELEMENTS

Various courses of action (e.g., Plan Elements) for increasing the
available water supply or decreasing the City'S demand will be examined in
Phase II. Individual Plan Elements may be categorized into three groups:
(a) increasing the capacity of Loveland's storage system; (b) acquiring
additional water supplies; and (c) implementing water conservation measures
during deficit periods. The specific Plan Elements to be evaluated
(subject to the operational constraints identified above) are:

1. Vater conservation measures as they may affect summer and winter
water usage.

2. Adjudication of a new direct-flow right on the Big Thompson River
to utilize "free" water as available.
3. Additional reservoir storage capacity at Green Ridge Glade.
4. Additional reservoir storage capacity at Maitland Canyon.

5. Reservoirs at both sites (a maximum of three combinations will be
evaluated).

6. Acquisition of additional CBT units.

7. Acquisition of additional Vindy Gap units.

8. Acquisition of additional No.1 or No.2 direct-flow rights on the
Big Thompson River or acquisition of specific ditch companies as
outlined in the Task Methodology below.

9. Reuse of Vindy Gap water and stored transfer decree water.

10. Development of ground water resources.

11. Municipal-agricultural annual lease agreements.

Each of the Plan Elements will be evaluated independently. For instance,
when evaluating the potential for acquiring additional CBT units, the other
sources of water supply and the City'5 demand rates will remain as
specified in the Design Condition. V~rious combinations of two or more
