Individual Plan Elements may be categorized into three groups: <br />(a) increasing the capacity of Loveland's storage system; (b) acquiring <br />additional water supplies; and (c) implementing water conservation measures <br />during deficit periods. The specific Plan Elements to be evaluated <br />(subject to the operational constraints identified above) are: <br /> <br />1. Vater conservation measures as they may affect summer and winter <br />water usage. <br /> <br />2. Adjudication of a new direct-flow right on the Big Thompson River <br /> to utilize "free" water as available. <br />3. Additional reservoir storage capacity at Green Ridge Glade. <br />4. Additional reservoir storage capacity at Maitland Canyon. <br /> <br />5. Reservoirs at both sites (a maximum of three combinations will be <br />evaluated). <br /> <br />6. Acquisition of additional CBT units. <br /> <br />7. Acquisition of additional Vindy Gap units. <br /> <br />8. Acquisition of additional No.1 or No.2 direct-flow rights on the <br />Big Thompson River or acquisition of specific ditch companies as <br />outlined in the Task Methodology below. <br /> <br />9. Reuse of Vindy Gap water and stored transfer decree water. <br /> <br />10. Development of ground water resources. <br /> <br />11. Municipal-agricultural annual lease agreements. <br /> <br />Each of the Plan Elements will be evaluated independently. For instance, <br />when evaluating the potential for acquiring additional CBT units, the other <br />sources of water supply and the City'5 demand rates will remain as <br />specified in the Design Condition. V~rious combinations of two or more <br />elements may be combined during the formulation of multi-element <br /> <br />2-3 <br />
