If these first phase seIVices indicate that the San Miguel Canyon Project (project) may be a viable <br />element of an SMWCD feasibility study project configuration, second phase seIVices necessary to complete a pre. <br />feasibility study would be anticipated. These would be contracted under a separate agreement. <br /> <br />It is considered that the Project may form an element of an SMWCD project configuration under one or two of <br />the following alternatives: <br /> <br />o Developing maximum revenue from the San Miguel Canyon Project and using this revenue to <br />secure financing of the higher altitude irrigation improvements in the SMWCD area. <br /> <br />o Supplementing Gurley Ditch with water pumped by the San Miguel Canyon Project. <br /> <br />o Supplying the major irrigation requirements of the lands served by Gurley Ditch and Lone Cone <br />Ditch in the Norwood area which would make present supplies available for upstream diversion <br />to the Lilylands . Dry Creek areas. <br /> <br />METHODOLOGY: <br /> <br />Phase 1 will include the following activities: <br /> <br />1. Appraise construction conditions with a map study and a site visit. <br /> <br />/ 2. <br /> <br />Review applicable regional power demand projections as compiled and made available by the <br />Department of Energy, the North American Electric Reliability Council and the Western <br />Systems Coordinating Council. <br /> <br />Confer jointly with CWCB and Colorado.Ute Electric Association to estimate future peaking~; <br />energy and demand capacity prices and wheeling charges. \ <br /> <br />OJJi) i clt.l {AnJ3' <br />~~ <br />4. <br /> <br />, . <br />Obtain from Colorado-Ute Electric Association, Western Area Power Administration, and i '7 <br />Arizona Public Service Company, the available information on future transmission line capacity :., <br />which might be used by the San Miguel Canyon Project to deliver peaking power to major <br />consuming areas of the Southwestern U,S., ' <br />~ <br /> <br />EXHIBIT A <br />
