The results of this work item will be used in Tasks 3 and 4 to assess the required amounts of replacement water. LAWMA believes that is has an obligation to its members to maintain the confidentiality of well-by-well power and pumping data. It does, however, plan to let the State Engineer or his representative examine and evaluate the procedures used to develop these pumping estimates and to make the overall results available to the State Engineer. Task 3 - DevelopinQ the data-collection and computational procedures to estimate the depletion that occurs from the LAWMA wells. LA WMA understands that the State Engineer's Office is presently extending the computer programs and data bases that make up its Water Budget through 1992. LAWMA envisions that it will rely on this Water Budget to estimate the depletions from its members' wells providing that reasonable arrangements can be made with the State Engineer's Office. The following work items will be involved in this task: a) Coordinating with the appropriate officials in the State Engineer's office to work out the arrangements for the use of the updated Water Budget and ground water models. b) Examining the assumptions involved in the Water Budget and ground water models to be sure they are reasonable from LAWMA's perspective and identifying any deficiencies that exist in the input data. c) Developing specific procedures to use with the Water Budget and ground water models to estimate the depletions from the pumping of its members' wells. d) Estimating well depletions over a reasonable period of hydrologic record. Depletions will be quantified in time and by river segment. Specific ditches that were affected will also be identified. Task 4 - AssessinQ capabilities and limitations of existinQ replacement sources. As previously described, LAWMA presently owns water rights and water resource facilities that it intends to commit to its replacement project. These particular assets include the Stubbs water right, 300 shares in the Manvel Canal and Irrigation Company, and the water right for the Peterson Ditch. The historical use, consumptive use, return flow, and stream depletion associated with these water rights will be assessed as part of this task. These items will be assessed in terms of location and timing, as well as overall quantity. 5
