A cost escalation factor is not included. Inflation is
reasonably well curbed at the present time and any increase will
be small, probably less than 5%. All of the construction will be
done by October 1984 or sooner. The contingency factor should
also be large enough to cover inflation.

The CWCB funding will be required in August or September
1984. Total construction time for all improvements would be.about
one month. Since the construction time is short no provisions for
interest during construction will be required.

Operation, maintenance, and replacement costs will not
increase as a result of the improvement. Summit's ditch rider
presently inspects the dam weekly if the reservoir is near or .at
capacity. In the future he will also have to read 4.measuring
flumes which will not require more time. The program of weed and
brush control will be'continued.

Summit does not have an emergency operating fund' as such. As
part of the provisions for obtaining CWCB funding, $0.50 per share
per year will be designated to go to an emergency operating fund.

-32-
