In other words, the analysis "freezes" the Member's <br />dally supply over the 1971-1994 period. based on historical yields of the <br />Member's,water supply, and compares such supply against the Member', <br />future year requirement for each day during the historical 1971-1994 <br />period. <br /> <br />1. City of Florence <br /> <br />The City of Florence's existing water supply is defmed lti two <br />ways - the first way belnl by stticUy defining Florence's ri&hls to <br />include on]y those water rights for which decrees exist which <br />changed such rights to municipal use, lU1d the s'\lCOnd way being <br />also to include Florence's as-yet-unchanged 887.63 shares of <br />Union Ditch and 67 shares of Fremont County Ditch. <br /> <br />a. Strictly Existing Water Supply <br /> <br />Florence's stricUy existin: water supply can provide the <br />City with an adequate s~pply of water for the year ~OO5 <br />average annual ~t of 2,339 acre.feet per y~. <br />" <br /> <br />This conclusion rests on the application of the following <br />general "rule" which governs the detllnninal{on of the <br />adequacy of each Member's water supply to satisfy its <br />future water requirement, unless otherwise srated. The <br />general "rule" is that a Member' 5 water supply is deemed <br />adequate if no m,;]y sl1orl:l\eereslllts in the 1971-1994 <br />slut'ly nerlod. except during the February 1 - Fcbroary 10, <br />period each year when the Union Ditch Is assumed' to be <br />out of opeIation for maintenance and repairs. In 'other <br />words, and unless otherwise stated. for a Member's water <br />supply to be deemed adequate, its water supply must'i:quaJ. <br />or exceed that Member' 5 daJ1 y water requiremerlt for <br />every clay of the 1971-1994 study period, excePt for <br />analyses of any Members' supply which includes Union <br />Ditch. <br /> <br />The 1996 Master Plan also assumed a February 1 - <br />February 10 down period for the Union Ditch, based on <br />interviews with Union Pitch personnel, ,but it de'emed <br />acceptable certain amounts of ~torage which could <br /> <br />9 <br />
