<br />Feasibility Study <br />for the <br />Town of Coal Creek Water Rights Acquisition Project <br /> <br />Project Sponsor <br /> <br />The Town of Coal Creek is a Colorado Statutory Town formed in accordance with <br />Section 2644 of the General Laws of the State of Colorado, <br /> <br />Coal Creek is located approximately 3 miles south of the City of Florence, Colorado. <br />The Town owns its own water supply now known as the Coal Creek Pipe with a decree <br />date of 1884, This water is supplied to the City of Florence for treatment and returned <br />back to us for distribution through our own internal system. <br /> <br />The Town has a total of 168 residential water taps. <br /> <br />Project Service Area <br /> <br />The service area for the Town of Coal Creek coincides with the Town itself. See map, <br />Attachment A <br /> <br />Need for the Project <br /> <br />Coal Creek's strictly existing water supply, which consists solely of its Coal Creek <br />Pipeline Water right, is generally adequate for the Town's present (year 2001) average <br />annual water requirement of 34 acre-feet per year, However, the Town's 1884 Coal <br />Creek Pipe water right is not expected to be in priority all of the times in dry years like <br />1977, 1978 and 2002, and this water right cannot by itself provide for all of the Town's <br />present water requirements during such dry years, <br /> <br />The 2002 Water Rights Study conducted by Martin & Wood Water Consultants <br />calculated the augmentation water needs off the Coal Creek Pipe rights plus 66 acre-feet <br />for all existing domestic requirements, Totally disregarding the Coal Creek Pipe right in <br />dry years like 1977, 1978 & 2002, and using the same approach as in the study, Martin & <br />Wood calculates that the Town of Coal Creek needs a total of88 Union Ditch shares, <br />They also suggest acquiring 100 shares, ( See Attachment B) <br /> <br />According to the most recent census data available, the population of Coal Creek is 326, <br />The estimated in-house use amounts to ,0326 MGD (100 gpd/person) or 36.5 acre-feet <br />per year. <br /> <br />- I - <br />
