<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />· Additional feasibility analysis for reservoir rehabilitation work that Johnstown is <br />proposing (Johnstown recently approached CWCB regarding expanding the scope of <br />the Construction Fund Loan to include certain raw water reservoir rehabilitation work <br />that would be beneficial to Johnstown's water supply). <br /> <br />All of the infonnation that has been requested is included in various published and unpublished <br />documents, including a Raw Water Pipeline Feasibility Study, Johnstown, Colorado (FS) which was <br />submitted to CWCB on July 29, 1993 (PRC 1993). This document serves as a compendium <br />summarizing the infonnation requested and documentation of where that infonnation can be found. <br />Copies of referenced documents are also provided. <br /> <br />2.0 RESPONSE TO COMMENTS REGARDING DEFICIENCmS IN THE FEASIBILITY <br />STUDY <br /> <br />Comment 1. There is very little information regarding the project sponsor or the project service <br />area including: (a) type of organization with which the Board would be contracting. <br />(b) description of existing facilities. (c) service area, and (d) population and (e) <br />number of customers. No maps are provided of the service area or of the existing <br />facilities. <br /> <br />Response: <br /> <br />The following infonnation is provided regarding the project sponsor and the project <br />service area. Since the project service area is constantly changing, service area <br />information provided is the most current available. Specific responses follow: <br /> <br />a) The Town of Johnstown was organized on March 21, 1907 as an incorporated <br />municipality under applicable statutes and is administered by an elected Mayor <br />and Board of Trustees. Johnstown provides the following services to the <br />residents and businesses: Public safety (police and building inspection), <br />highways and streets, sanitation, water, culture-recreation, public <br />improvements, planning arId zoning, judicial, and general administrative <br />services (ARD 1995). <br /> <br />b) The current raw water delivery system for Johnstown is illustrated on Figure <br />1. Johnstown is completelY dependent upon water diverted from the Big <br />Thompson River via the Itome Supply Ditch. During irrigation season, water <br />is diverted directly from we Home Supply Ditch into Johnstown Reservoir by <br />way of a 24 inch concrete pipe. Johnstown water is then diverted from <br />Johnstown Reservoir to the water treatment plant by pipeline. Water is <br />treated at the plant and then distributed throughout the service area. <br /> <br />2 <br />
