<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TOWN OF JOHNSTOWN <br />COMPENDIUM OF FEASIBILITY STUDY AND FEASIBILITY STUDY INFORMATION <br /> <br />1.0 PURPOSE OF COMPENDIUM <br /> <br />The Town of Johnstown (Johnstown) is proposing to construct an approximately ll-miIe long raw <br />water pipeline to replace an open ditch that is currently being used to transport the municipal raw <br />water supply stored in Lonetree Reservoir. Johnstown applied to the Colorado Water Conservation <br />Board (CWCB) for a construction fund loan of $3.06 million on August 2, 1993 (Johnstown 1993). <br />Johnstown received notice on November 12, 1993 that a loan had been approved for the amount of <br />$2.5425 million (4%,30 years) not to exceed 75% of actual construction related costs (CWCB 1993). <br />The awarding of the loan contained two conditions, which are as follows: <br /> <br />. Loan approval may be revised by the CWCB Board, subject to review by the <br />Colorado Water Resources and power Development Authority (Authority), and <br /> <br />· Loan approval be contingent upon Johnstown demonstrating that the loan could be <br />repaid should the Golden Technologies plant close. <br /> <br />The Authority did agree, in subsequent negotiations between the Authority and CWCB, to underwrite <br />additional indebtedness separate and apart from CWCBs Johnstown's Construction Fund Loan. <br />Johnstown has proceeded forward with the project based on the notice received November 12, 1993. <br />The project has been designed, bid, and contracts awarded on August 5, 1996. Construction of the <br />project by Hall-Irwin Construction Company (pipeline) and BT Construction, Inc. (pump station) is <br />tentatively scheduled to begin October 1, 1996. <br /> <br />More recently CWCB sent a letter to Johnstown (CWCB 1996b) dated August 9, 1996 requesting <br />response to two additional items before funds were released. The two additional items are: <br /> <br />· Provision of information relating to the feasibility of the pipeline and pump station as <br />discussed in a meeting between Johnstown and CWCB on July 5th, 1996 [generally <br />updating feasibility study infonnation to match CWCB requirements given in CWCB <br />August 1994 guidance regarding financial assistance and September 1994 Feasibility <br />Study Checklist (CWCB 1994a, 1994b) as well as infonnation requested by Bill <br />Green.
