3., The City of Trinidad proposes to provide water
to Starkville at the section line )ust south of
the Holiday Inn-on public highway right of way.
The proposed supply line would be located with-
in public highway right of way and within,
street right of way to the town limits. The
tank now located on railroad right of way and
the water main can be relocated along the Loma
Street right of way, and should not present any
serious right of way problems. The distribution
system in Starkville would be located within
street rights of way.

The only serious right of way problems would
be two crossings under the railroad right of way.
The railroad could possibly require boring under
their right of way, which will be very expensive.
Every effort should be made to use as much open
trench as possible and to limit boring to the
area directly under the tracks. Insulated
pipes inside culverts might solve this problem.

Plans would be submitted to the Colorado
~epartment of Health for approval prior to con-
struction, and all State Health Department tests
and requirements would be met. Review by
funding agencies would also be anticipated.

9
