Therefore,
this upgrade is currently being undertaken by the Town this construction season. For
purposes of this analysis, an allowance of $35,000 is being made for the upgrade of the
presedimentation basin. This upgrade will allow the presedimentation basin to function
adequately throughout both phases of the treatment plant expansion.

Cost Summary

The following table has been prepared to summarize the costs for the various plant
expansion phases. The following should be noted:

1 . There are no finance carrying costs associated with any of the figures.

2. The figures are expressed in 1994 costs. In order for these figures to
accurately reflect cost per unit at the time the expansions are made, the per
unit costs would need to be increased at the approximate rate of inflation or
increase in annual costs for the improvements to be made.

A summary of the costs is as follows:

II

PHASE I I

TOTAL

II

I CURRENT

PHASE I

Treatment Plant
Raw Water Pioeline
Presedimentation Basin

$2.000.000

$ 245.000

$ 35.000

$2.280.000
2.250

$ 1. 000

o

o
$ 35.000

$ 35.000

o

o

$600.000

$245.000
o

$845.000

850

$ 1. 000

$1.400.000

o
o

$1. 400.000

1. 400

$ 1. 000

Total Costs
Additional units served
Cost per additional unit

As stated in the introduction to this letter, the above information is meant~to allow the
~ Town to start to focus on its current and future water treatment and production needs. 1[1
addition, the Town needs to determine how it will finance the capital needs it has and
whether its current means of raising capital funds is sufficient to meet it long term
requirements. I will be available to meet with both the Town Board, Town staff and the
Public Works Committee as necessary in order to reach definitive conclusions with respect
to water system needs.

Respectfully submitted,

SCHMUESER GORDON MEYER, INC.
