Skip reports that, during spring runoff when turbidities are <br />typically elevated, the plant capacity is limited to about 300 gpm due to treatment <br />requirements and the need for backwash. During low turbidity times, the bulk of the year, <br />Skip reports he is able to operate the plant somewhere in the 600 to 650 gpm range. <br /> <br />Better control in the presedimentation basin may help treatment performance during high <br />turbidities. Other than that, it is difficult to operate packaged treatment plants in other than <br />their normal mode, and then only with very intensive labor requirements with typically <br />unpredictable results. Therefore, no improvements are proposed for the current facility and <br />a maximum capacity of 600 gpm during typical low turbidity periods is assumed. <br /> <br />The raw water pipeline has a variety of materials and sizes. It is currently restricted by a <br />significant section of 8"diameter pipeline which effectively limits its capacity to about 480 <br />gpm, or slightly less than current capacity of the water treatment facility. The present pipeline <br />is a thin wall PVC pipeline with shallow buries through the adjacent subdivision. It generally <br />is not going to perform adequately for any extended period into the future. <br /> <br />The presedimentation basin performs very poorly because of a need for cleaning of the basin <br />as well as-the need for a controlled outlet structure. The pond's size and shape is generally <br />acceptable for current and future needs of the Town, noting that cleaning will be required at <br />regular 3-5 year intervals. <br /> <br />Water Use Proiections <br /> <br />Population. projections and water use projections were originally documented in a report <br />entitled, "Revision to the Town of New Castle's Water Maste,.Plan", May, 198'1, by ARIX. <br />Subsequent to that, the zoning and preliminary plat phases of Castle Valley Ranch have been <br />completed and, through Skip's efforts, verifications of per capita use rates have been made <br />at the plant itself. <br /> <br />Based on information available to date, the following population projections and water use <br />requirements have been projected: <br /> <br />PEOPLE <br /> <br />UNITS <br /> <br />2072 <br />533 <br /> <br />2600 <br /> <br />Castle Valley Ranch <br />Balance of Town <br />Total <br /> <br />6216 <br />1598 <br />7800 <br /> <br />The following per capita use rates have been projected: <br /> <br />SCHMUESER GORDON MEYER, INC. <br />
