Water Treatment Facility Expansion <br /> <br />To begin implementation of the Phase I treatment expansions, several timely processes are <br />going to be involved. The first of these processes are going to be related to obtaining funding <br />to impLement the Phase I expansion. The second will be design of the expansion itself and <br />thirdly, construction of the expansion. In the interim, the Town will need to be prepared to <br />deal with water shortages. Obviously, the most effective way of dealing with water shortage <br />will be to limit the amount of lawn and garden watering in the Town itself. There are <br />variations to setting up and implementing a program which would limit the amount of lawn <br />and garden watering within the Town. The variations can and should be explored. Although <br />the following two suggestions do not help increase the immediate supply/production of water <br />within the Town itself, they will provide future mechanisms to deal with future shortages: <br /> <br />A. With any new developments coming on line within the Town (whether annexing <br />or not), it should be a Town policy that, much like Castle Valley Ranch, these <br />developments bring with them water that would be augmented for their specific <br />use. If it is not possible to bring adequate water rights to the Town, then cash <br />in lieu of water rights could be required of these developments so future water <br />rights purchases can be performed by the Town. <br /> <br />B. The Town should begin investigating alternative means of providing lawn and <br />garden irrigation within the Town itself. For example, with the development of <br />the current phase of Castle Valley Ranch coming to an end, it may prudent of <br />the Town to consider working with the Developer of Castle Valley Ranch to <br />initiate the construction of an irrigation system within the second phase of <br />Castle Valley Ranch. <br /> <br />In regards to the agreement'between-the Town and Mr. Williams, Mr. Williams <br />is transferring water to the water treatment plant to be used not only for <br />consumptive use within the Town, but also is being used as lawn and garden <br />irrigation. It may be possible to revisit the agreements between Mr. Williams <br />and the Town to not transfer all of the water rights to the plant, but to keep <br />some of the water rights in the Coryen Ditch to be delivered to Castle Valley <br />Ranch and diverted from that point for lawn and garden irrigation. <br /> <br />With the proposed elementary school that will be coming 9n line possibly next <br />year, this type' of irrigation system may take some strain off the water <br />treatment plant production that would be required to irrigate the acreages. <br />involved with the ball fields proposed with that facility. <br /> <br />In summary, we have found through the preparation of this report that the Town's legal and <br />physical supply to the demand on the Town is adequate.
