Van Sciver <br />Page 2 <br /> <br />Regarding the pre-sedimentation basin performance, Dean noted the need for cleaning of the <br />basin as well as needing a controlled outlet structure. Further in that October 31, 1994 letter , <br />Dean recommended an expansion and rehabilitation of the raw water pipeline. The expansion <br />of the raw water pipeline would bring the 8" restriction up to a 16" diameter line with <br />sufficient bury and adequate specification, thus, providing a reliable raw water supply to the <br />water treatment plant. In addition, Dean notes that the pre-sedimentation basin (or pond) at <br />that point of time was affecting the existing plant. He also notes that the upgrade, or <br />previously identified improvements to the pre-sedimentation pond were currently being <br />undertaken by the Town. He noted, in closing, a summary of costs which identified the <br />estimated raw water pipeline improvements to be $245,000, and the pre-sedimentation basin <br />improvements to be $35,000. Neither of these costs considered engineering fees. <br /> <br />At the time of the writing of the report on the treatment capabilities (August 1995), the Town <br />of New Castle has completed a section of the raw water pipeline improvements. Based upon <br />these improvements through the bid process, the Town has better information on unit cost <br />of the raw water pipeline. The initial improvements to the raw water pipeline replaced 1035 <br />lineal feet of the raw water pipeline. Total footage of replacement for the total raw water <br />pipeline is 3835 lineal feet. <br /> <br />Dean's initial cost estimate of $245,000 considered the unit cost of the pipeline of <br />approximately $64/LF. With the recent work, the unit cost for the first 1035 LF was <br />approximateiy $89iLF. This particular footage of pipe did consider rock excavation which, <br />incrementally, increased the unit cost for the raw water pipeline over what would be <br />anticipated for the remaining 2800 LF. The current estimates as identified in the attached <br />application consider the remaining 2800 LF of raw water pipeline to be installed at $70/LF. <br /> <br />When looking at the estimated construction cost in the attached Construction Fund Loan <br />Application, you will note the total estimated construction cost to be $323,000. Of this <br />$323,000, $92,000 has already been expended by the Town for the first 1035 LF of the raw <br />water pipeline. Additionally, $35,000 has been expended by the Town for the pre- <br />sedimentation basin improvements. Therefore, a total of $196,000 is the amount estimated' <br />that the Town of New Castle will have to spend for the balance of the raw water pipeline <br />improvements. As the Town is anticipating additional expenditures on improvements in the <br />water and wastewater treatment J>lants, and other capital improvements throughout the <br />Town, the Town is going to request, with this application, funds diat would have been <br />sufficient to cover the entire construction costs of $323,000, as well as the engineering <br />costs of $32,000'. As further identified in line 10 of the Application, the requested loan <br />amount would be 75% of the total estimated cost of engineering plus construction of <br />$355,000 to be $266,250. <br /> <br />SCHMUESER GORDON MEYER, INC, <br />
