More specifically, it is in response to the application <br />attached to your memo to Mr. Blair. <br /> <br />I am providing this letter as a transmittal for the attached application and referenced reports <br />as well as a supplemental report which updates and clarifies information contained in the <br />attached reports. We have attached a "Report on Water Supply and Treatment Capabilities" <br />prepared by Schmueser Gordon Meyer in August 1995. In reviewing this report, you will <br />surmise that this Report on Water Supply and Treatment Capabilities is actually a combination <br />of several reports prepared by Schmueser Gordon Meyer, Resource Engineering and Mr. Blair. <br /> <br />In this report, you will find a letter dated August 8, 1995, which is the most recent letter <br />discussing the Town of New Castle Water Supply and Treatment Capabilities. This letter <br />further reference the supplemental information which covers the population of New Castle, <br />EOR projections, water rights and water treatment facility capacities. I would direct your <br />attention to this letter as well as a report referenced to, dated october 31, 1994, also <br />prepared by Schmueser Gordon Meyer. <br /> <br />In referencing the October 31, 1994 report, Dean Gordon, P.E., of Schmueser Gordon Meyer, <br />addresses the water treatment facility. At that point, Dean notes that the current capacities <br />of the water treatment facility during high turbidity times)s limited to about 300 GPM. During <br />low turbidity times, the plant is able to operate somewhere in the 600-650 GPM range. This <br />capacity is estimated because the actual limiting factor for plant production is with the raw <br />water line itself. You will note in this report that Dean estimated the capacity of the raw <br />water pipeline at about 480 GPM. He further addressed the size and condition of raw water <br />pipeline as being significantly composed of an 8" diameter pipeline and being constructed of <br />thin wall PVC with shallow buries. Dean closes his comments with the raw water pipeline <br />as being, "generally not going to perform adequately for any extended period into the future". <br />
