"

.

.

.'

2.2 Evaluation of the WEI Alternative

The scope of work for the feasibility study for this alternate is to review the proposed development
and determine the permitting and engineering studies which need to be implemented for the project
prior to initial construction, As proposed, the construction of the raw water pipeline will have an
impact on the following natural resources and man-made facilities:

. Colorado River;
. Rio Grande Railroad;
. Highway 65;
. 1-70; and
. Plateau Creek,

The following permit and/or regulatory studies may be required for this project:

. U $, Army Corps of Engineers permit (404 permit);
. Bureau of Land Management permit for construction on public land;
. Fish and Wildlife impact study;
. Colorado Department of Highways Utility Permit;
. Historical Society of Colorado Studies;
. Colorado State Engineer Review;
. Mesa County Engineer Review; and
. Orchard Mesa Canal Company review,

In addition to performing studies and evaluating permitting and/or regulatory requirements for the
project, a general preliminary study and evaluation should be performed to better define the
engineering requirements of the project.

ProDosed Scope of Work

The proposed scope of work for this feasibility study can be summarized as follows:

. Visit the project site and conduct a site walk through along the proposed pipeline route to
determine the potential permitting and engineering requirements;

. Prepare conceptual plans identifying the potential impact on each of the areas listed above.
and the proposed action to minimize such impacts during and after pipeline construction;

3
