<br />. <br /> <br />. <br /> <br />1.3 Rationale for Feasibility Study Amendment <br /> <br />The recommended alternative route for the pipeline will present special regulatory and engineering <br />considerations which should be studied in greater detail prior to final selection, After studying the <br />problems associated with the old raw water delivering system and reviewing the work performed <br />by WEI to date, SRK and BLI presented a new alternate delivery system involving a new tunneL <br />The purpose of this feasibility study amendment is to address all potential costs associated with the <br />WEI alternative in comparison to the alternative presented by the SRK-BLI team, The study is to <br />be performed only for the first phase of the recommended alternative which consists of the pipeline <br />bypass around the existing tunnel from Plateau Creek to the south wall of the Colorado River <br />Canyon, The other phases of the pipeline delivery system may be added later as the project <br />advances. <br /> <br />The special regulatory concerns are due to the potential impact of the pipeline and construction <br />work on the Colorado River. Plateau Creek. and the State and Federal land which will be affected <br />by this delivery system. The fish and wildlife impact may play an important role on this project due <br />to recent concerns in western Colorado over construction of a dam and impact on the Colorado <br />Squawfish which is currently listed as an endangered species. <br /> <br />The Engineering considerations are due to the proposed Colorado River crossings, construction of <br />the pipeline in a flood plain, and highway crossings on 1-70 and Highway 65, These considerations <br />include type of construction. phasing of the construction and measures to be taken in design and <br />construction to lessen the impact of the proposed pipeline construction on environmentally sensitive <br />areas, <br /> <br />2.0 SCOPE OF WORK <br /> <br />2.1 General <br /> <br />The proposed workscope has been organized into work tasks within two general work categories. <br />SRK will have primary responsibility for the first work category which will include evaluation of the <br />WEI alternative on the basis of technical feasibility, ease of permitting. and economics. The <br />expected costs of the permitting effort are to be included in the economic evaluation. BLI will have <br />primary responsibility for the second work category which will include siting. conceptual design. and <br />cost estimating for the new tunnel alternative, The major work categories and component work <br />tasks are described in more detail in subsequent sections, <br /> <br />2 <br />
