Rocky Flats Utility System Upgrade, engineering evaluation of approximately 3 miles of <br />Concrete Electrical Conduit system for new utility upgrade system, <br /> <br />.lefT Thatcher - Permit Soecialist <br /> <br />The primary responsibility for developing permit strategy and guiding the permitting effort on the <br />Plateau Creek project will be assigned to Mr. Jeff Thatcher, He acts as corporate consultant in <br />environmental permitting and is responsible for technical review of all permitting documents as well <br />as permit strategy development and agency liaison. Mr, Thatcher personally knows many of the <br />regulatory officials in Colorado and will serve as project liaison to the various state and local <br />regulatory agencies, Mr. Thatcher's familiarity with NEPA will also be of great benefit to the <br />permitting process, <br /> <br />Mr. Thatcher has over 18 years of experience in project management, regulatory requirements and <br />permitting projects. He was the environmental coordinator for Homestake Mining company for <br />nine years during which time he acquired extensive experience working with federal agencies in the <br />preparation of EAjEIS's. Mr, Thatcher has been directly responsible for permitting many major <br />projects on public lands including the Pitch Uranium Project in Colorado, the Thompson Creek <br />Molybdenum Project in Idaho, and the Ridgeway Mine in South Carolina. He has also been <br />involved with the permitting efforts for many other operations including the McLaughlin Project, <br />the Cactus Gold and Shumake Projects in California; the Ridgeway Project in South Carolina, the <br />Wharf and Johnson Gulch Projects in. South Dakota; the Burns Basin Project in Nevada, and the <br />Quartz Mountain Project in Oregon. In addition to his involvement with these projects, Mr. <br />Thatcher has also been involved in the preparation of state EAjEIS' for the Cannon Mine Project <br />in Washington and the Montana Talc Project in Montana, <br /> <br />8 <br />
