<br />" <br /> <br />. <br /> <br />. <br /> <br />Section 5. Treasurer. The Treasurer shall be the <br />custodian of the funds of the District and shall give a <br />satisfactory surety company bond for the faithful discharge of the <br />duties of the office, in such amount as the Directors may require. <br />The premium on such bond shall be a charge against the District. <br />No money shall be paid out by the Treasurer except on the order of <br />the President or the Vice-President in the absence of the <br />President. The Treasurer shall sign checks as directed by the <br />Board of Directors. <br /> <br />Section 6. Manage r. The Board may fr om time to time <br />hire a Manager and delegate duties to him. The Manager shall be <br />the responsible administrative officer of the District and shall <br />run the office and business of the District, including <br />distribution of water and operation and maintenance of facilities, <br />and preparation of annual operating budgets, subject to <br />supervisory control of the Board of Directors. He shall report to <br />the Board at each regular meeting or at special meetings whenever <br />required. <br /> <br />Section 7. Attorney. The Board shall appoint an <br />attorney who shall be a qualified member of the bar of the State <br />of Colorado to represent the District in 'legal matters and to <br />advise the Board with respect thereto. <br /> <br />Section B. Engineer. The Board shall appoint a staff <br />engineer qualified to advise and represent the Board on technical <br />matters. <br /> <br />Section 9. Compensation of Officers and Staff. The <br />Board of Directors shall establish by appropriate resolution <br />compensation to be paid the officers and staff of the District. <br /> <br />Section 10. The Board may from time <br />special counsel and consulting engineers to <br />conducting the lawful business of the District. <br /> <br />to time hire <br />assist it in <br /> <br />ARTICLE III. <br /> <br />Debts. No debts shall be contracted against the <br />District except by order of the Board of Directors and in <br />accordance with the Water Conservancy Act of Colorado, and these <br />by-laws and all applicable law. <br /> <br />ARTICLE IV. <br /> <br />Rules and Regulations. The Board shall by appropriate <br />resolution adopt rules and regulations governing the operation of <br />water works and the distribution of water. These rules and <br /> <br />-)- <br />
