However, in order to <br /> <br /> <br />obtain a permit to develop a new well, it is now generally necessary to have <br /> <br /> <br />some plan of augmentation that is, to have some means of replacing <br /> <br />out-of-priority use of the well. In those areas of the West Divide District <br /> <br /> <br />near enough to the Colorado River so that, through a determination by the State <br /> <br /> <br />Engineer, the only water rights affected are those on the River itself, the <br /> <br /> <br />District has a master plan of augmentation whereby individuals may contract with <br /> <br /> <br />the District for releases of augmentation water to replace individual <br /> <br /> <br />out-of-priority diversions. The primary source of this water is Reudi <br /> <br /> <br />Reservoir. However, for persons located outside the limits of the area which <br /> <br /> <br />can be replaced with Reudi water, there is at present no assured source of <br /> <br /> <br />replacement water. A reserve in Alsbury Reservoir would fulfill that need in <br /> <br /> <br />the East Divide and Divide Creek areas. <br /> <br />As shown in Table 4.2, the total annual consumptive use per dwelling unit <br /> <br /> <br />is just under 1/3 acre-foot. Since there are already in existence several <br /> <br /> <br />decrees on Divide Creek for year-round domestic use, it is probable that in the <br /> <br /> <br />future any new well will be required to have the ability to provide year-round <br /> <br /> <br />replacement. <br /> <br />Providing a reserve of 10 acre-feet in Alsbury Reservoir for this purpose <br /> <br /> <br />would assure a replacement supply for 30 new residences. This amount should be <br /> <br /> <br />adequate to meet foreseeable growth over the next 20 years. Until such time as <br /> <br /> <br />the water is required for augmentation, it can be sold on an interim basis for <br /> <br /> <br />irrigation use, or kept in the reservoir for enhanced recreational benefits. <br /> <br />Under the District's current plan of augmentation, contractors pay $50.00 <br /> <br /> <br />per dwelling unit per year for replacement water.
